NASHP Policy Associate Positions

NASHP is a nonpartisan forum of policymakers that spreads the breadth and depth of state governments’ learning, leading and implementing innovative solutions to health policy challenges. To accomplish our mission, we convene state leaders to solve problems and share solutions, conduct qualitative policy analyses and research, disseminate information on state policies and programs, and provide technical assistance to states.
We are currently seeking candidates to fill policy associate (PA) positions on several of our teams. At NASHP, PAs are mid-level positions that require substantive as well as practical content expertise in state health policy; these are not entry level positions. PAs conduct qualitative policy research and analysis, assist with project development and management, write policy briefs, blogs and other related resources, and work directly with state health policy officials, including governors’ staff, executive branch officials, legislators and staff from attorney generals’ offices. PAs must have strong analytic and writing skills and a proven record of being strong team players.
Our Emerging Policy Issues team is seeking candidates with experience and a demonstrated interest in state policies focused on health care system costs, including but not limited to pharmaceutical pricing and hospital costs. The successful candidate will have a thorough understanding of coverage provided through Medicaid, CHIP, and health insurance marketplaces, as well as coverage provided by commercial payers.
Our Chronic and Vulnerable Populations team seeks PA candidates who have demonstrated experience and a strong interest in state policies related to long-term services and supports, as well as payment and delivery system innovations that support older adults, individuals living with disabilities and individuals living with complex conditions.
Our Child and Family Health team is seeking PA candidates with substantive and practical experience in state policies related to maternal and child health, service and systems for women, children and families, as well as delivery system and payment innovation. This position may also contribute to the work of NASHP’s Population Health team. Areas of work include but are not limited to promoting prevention and the early identification of disease and developmental delays; addressing social factors that influence health; policies ensuring coverage and access to continuous, quality care; advancing innovations in state-level delivery systems; and promoting quality improvement.
In all cases, experience in state health policy is necessary and experience in state government is valued. These positions are located in NASHP’s Washington, DC office.
Responsibilities for these positions include:
- Track, research and analyze relevant developments in the field with the potential to impact health policy making across multiple branches, levels and agencies of state government, working to enhance expertise related to the particular program/policy area to which s/he is assigned; exercise initiative to identify emerging trends in policy and practice;
- Work with both internal and external stakeholders at the state and national level, effectively communicating information on trends and emerging issues in health policy;
- Develop and implement studies and analyses of state programs using various methods including surveys, key informant interviews, case studies and focus groups;
- Assist in developing and implementing activities designed to support and assist state officials and program administrators addressing policy and program challenges;
- Stay abreast of relevant literature, national policy and state activity relevant to the health policy work of NASHP, with particular attention paid to those issues directly related to the Policy Associate’s assigned policy area;
- Review, analyze and summarize federal and state legislation, rules and regulations that will have an impact on state health policy;
- Plan, research and write briefs, reports, blogs, proposals and other publications for both internal and external audiences;
- Assist in the development, preparation and implementation of grant-funded projects that alight with NASHP’s organizational mission and focus issues, including cross-disciplinary proposals; these duties extend to assisting in the preparation of required grant reports;
- Facilitate state-to-state learning and exchange via multiple strategies, including online, audio and face-to-face interactions;
- Participate in the planning and implementation of NASHP’s annual conference, including but not limited to responsibility for planning workshop content and securing speakers;
- Represent NASHP and relevant project work at meetings and conferences;
- May manage the work of Research Analysts;
- Some travel will be required.
- Previous employment in state government is strongly preferred, or health policy or analytic experience closely related to state programs;
- Solid knowledge of and experience in one or more areas of health policy, especially in the area of the particular Policy Associate position being applied for, is required;
- Excellent writing, communication and qualitative analytic skills;
- Proven ability to function effectively in a dynamic work environment, managing multiple projects and demands to achieve quality results in a timely manner;
- Ability to work both independently and collaboratively;
- Bachelor’s degree in health policy, public policy, public health, law or a related area, plus relevant work experience. Advanced degree in public health, public policy or law, strongly preferred.
